TRUMP’S RETURN: Europe faces an uncertain era

One of the main challenges for Europe is the threat of general tariffs from the US. In contrast to the imposition of isolated tariffs during Trump’s first term, this time the measures could cover multiple sectors and strongly affect the European economy. Experts suggest that Trump’s pressure could lead to a faster evolution of European policies, especially towards greater military and economic cooperation between member states.

Donald Trump’s return to the US presidency has marked the beginning of a turbulent period for Europe, filled with uncertainty and the possibility of an upheaval of policies that have shaped transatlantic relations for decades. From trade and defence to energy and international alliances, European leaders are facing a scenario that could radically transform relations with the US.

EUROPE’S STRATEGY: QUIET PREPARATION FOR AN UNPREDICTABLE SITUATION

The experience of Trump’s first term has led European leaders to take a more measured approach. The European Commission has set up an informal working group, widely known as the “Trump task force,” which has been operating discreetly throughout 2024. This group has been studying potential responses to changes in U.S. trade and foreign policy.

European Commission officials have expressed a willingness to negotiate, but also a determination to defend the EU’s interests. Ursula von der Leyen, the president of the European Commission, suggested that Europe could buy more liquefied natural gas from the US to avoid new tariffs. However, she stressed that Europe will remain steadfast in defending its principles and values.

THE CHALLENGE OF TARIFFS AND TACKLING WITH A MORE AGGRESSIVE APPROACH

Experts suggest that Trump’s pressure could lead to a faster evolution of European policies, especially towards greater military and economic cooperation between member states. A meeting of European Council leaders in Brussels on 3 February will address key issues such as defence financing and joint procurement.

THREAT AND OPPORTUNITIES FOR UNITS

Despite the threat that the US could make bilateral deals with individual European countries, there is also a possibility that the pressure could strengthen EU unity. Working together as a unified bloc could strengthen Europe’s position in international negotiations and demonstrate the strength of a common stance. As Beata Javorcik, chief economist at the European Bank for Reconstruction and Development, noted, “the public will see that there is strength in negotiating as a bloc.”

This is a message that European leaders must convey in this new era of uncertainty and challenge. At a time when Trump seems ready to reshape relations with Europe, it remains to be seen whether the continent will have to adapt to a new reality or maintain its position as an equal partner in transatlantic relations.
